Town Board Meeting Minutes

 

February 17, 2020

7:00 PM

Dunkirk Town Hall

654 County Highway N

 

Supervisor Olson called the meeting to order at 7:00 p.m.  Also present were Supervisor Daniel Jenks, Treasurer Bonnie Smithback, Constable Greg Holte, and Clerk Melanie Huchthausen.   Chairman Monsen and Road Crew absent. See attached sign-in sheet for others present. 

 

1.    Welcome and Pledge of Allegiance.  The Pledge was led by Constable Greg Holte.

 

2.      Approval of Agenda.  Supervisor Jenks stated a motion to approve the agenda as presented.  Motion was seconded by Supervisor Olson.  Motion carried 2-0. 

 

3.  Minutes: Supervisor Olson asked if everyone read the minutes.  Supervisor Jenks stated a motion to approve the minutes of the regular meeting of February 3, 2020.  Motion was seconded by Supervisor Olson.  Motion carried­ 2-0. 

 

4.  Report on Bills:  Supervisor Jenks stated a motion to accept and approve the bills payable in the amount $118,773.51 (incl. February settlement and loan payment).  Motion was seconded by Supervisor Olson.    Motion carried 2-0.

 

5.  Public Comment:      Jeanne Schwass-Long emailed to advise there was no Commission on Aging meeting in February. 

 

6.  Clerk's Report:   Clerk Huchthausen gave the Clerk’s report, a copy of which is attached and made a part of these minutes.  Supervisor Jenks stated a motion to approve the Clerk’s Report.  Motion was seconded by Supervisor Olson.  Motion carried 2-0.    

 

7.  Road Crew:      Five inches plus fell today, so the Road Crew was not in attendance.  Gretebeck’s truck has been in the shop but hopefully they have fixed the problem. 

 

8.  Constable Report:     None.   

 

9.  Plan Commission Report.    The Plan Commission canceled its meeting due to lack of agenda items. 

 

10.  Complaints:    None.

 

11.  Unfinished Business:

         

a.   Discussion and necessary action on Paul Tyler culvert issues.

The Board waits for information from Dale Beske regarding waterway work to possibly be performed.  Supervisor Olson gave the name of Dennis Norden, 608-220-0132, who will engineer culverts for $750.

 

b.   Discussion and necessary action on display case for historical

documents.  No action taken. 

 

c.    Discussion and necessary action on appointment of rural

preservation committee.  No additional volunteers have submitted their names.  Before appointing a committee, a meeting needs to take place with Groundswell and Renee Lauber.  Chairman Monsen will speak with Renee to schedule a meeting. 

 

d.   Discussion and necessary action on broadband access for the

Town.   The Clerk obtained information from Dane County Towns on John Hallick and his success at Black Earth.  The information was forwarded to Bryan Smith for his review. 

 

e.   Discussion and necessary action on EMS Agreement with the City

of Stoughton.  This matter will be discussed with the City on February 27, 2020.

 

f.     Discussion and necessary action on remodeling/updating the

Town Hall.  We obtained a bid to replace the ceiling in the amount of $4,600 and to replace the lights in the amount of $3,455.  Supervisor Jenks stated a motion to approve replacing the ceiling and the lights in the amount of $8,055.  Motion was seconded by Supervisor Olson.  Motion carried 2-0. 

 

g.   Discussion and necessary action on scheduling a meeting with

Mayor Swadley at the City of Stoughton.  A meeting is scheduled for February 27, 2020.       

 

12.    New Business:

 

a.   Discussion and necessary action on the US Census Bureau’s

boundary data for the Town.  The Road Crew will be reviewing the maps and the paperwork will be signed by Chairman Monsen. 

 

b.   Discussion and necessary action on decals for Town trucks and

Constable’s patches.   Supervisor Jenks is still working on the bids.  No action taken. 

 

c.   Discussion and necessary action on Bobcat shared with the Town of

Rutland.  The Bobcat needs new tires and the Road Crew has looked into upgrading with the installation of an 84” angle broom.  The total cost is $6,114, with the Town’s portion being $3,057.  Supervisor Jenks stated a motion to upgrade the Bobcat.  Motion was seconded Supervisor Olson.  Motion carried 2-0. 

 

13.  Future Agenda Items.  New tractor lease. 

 

14.  Adjournment:   No further business, Supervisor Olson stated a motion to adjourn the meeting at 7:20 p.m.  Motion was seconded by Supervisor Jenks.  Motion carried 2-0.
