Town Board Meeting Minutes

 

 

October 5, 2020

7:00 PM

Dunkirk Town Hall

654 County Highway N

 

Chairman Monsen called the meeting to order at 7:00 p.m.  Also present were Supervisor Ted Olson, Supervisor Daniel Jenks, Treasurer Bonnie Smithback, Constable Greg Holte and Clerk Melanie Huchthausen.  See attached sign-in sheet for others present. 

 

1.      Welcome and Pledge of Allegiance.  The Pledge of Allegiance was led by Constable Holte. 

 

2.      Approval of Agenda.  Supervisor Olson stated a motion to approve the agenda as presented.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0. 

 

3.  Minutes: Chairman Monsen asked if everyone read the minutes.  Supervisor Jenks stated a motion to approve the minutes of the regular meeting of September 21, 2020.  Motion was seconded by Supervisor Olson.  Motion carried­ 3-0.  

 

4.  Report on Bills:  Supervisor Olson stated a motion to accept and approve the bills payable in the amount $291,160.37. Motion was seconded by Supervisor Jenks.    Motion carried 3-0.

 

5.  Public Comment:  Chairman Monsen received a phone call from an alderperson from the City of Stoughton asking the Town’s position on the whitewater park.  Chairman Monsen advised he has been in contact with the Mayor to have a presentation done for our Board and residents.  Supervisor Olson stated he would like to hear the presentation before taking a formal position.  Supervisor Jenks stated the Dunkirk Dam Lake District is doing some work to determine whether the park would be detrimental to the Lake District. 

 

6.  Treasurer’s Report:  Treasurer Smithback gave the treasurer's report, a copy of which is attached and made a part of these minutes.  Supervisor Olson stated a motion to approve the Treasurer’s Report.  Motion was seconded by Supervisor Jenks.    Motion carried 3-0.     

 

7.  Clerk's Report:   Clerk Huchthausen gave the Clerk’s report, a copy of which is attached and made a part of these minutes.  Supervisor Olson stated a motion to approve the Clerk’s Report.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0.    

 

8.  Road Crew:  The new plow truck has arrived.  The old truck will go on Public Surplus Auction with an auction end date of October 19th and a minimum bid of $7,000. 

 

9.  Constable Report:       Holte was contacted by a Town resident regarding a sign that was hit on County Highway N.  She was instructed to contact County DOT or the Dane County Sheriff.

11.  Unfinished Business: 

 

a.   Discussion and necessary on Tower Drive Culvert.  No action

taken.   

 

b.   Discussion and necessary action on scheduling a Rural

Preservation Committee meeting.  No action taken. 

 

12.    New Business:

 

a.   Cindy McGlynn from the Stoughton Area Senior Center will be in

attendance to discuss services and the 2021 budget.  Ms. McGlynn was not in attendance. 

 

b.   Discussion and necessary action on Johns Disposal’s proposed

charges for 2021 and contract extension.  Supervisor Olson stated we have had no complaints with their service.  Based on the fact that there have been no complaints, Supervisor Olson stated a motion to sign a five year extension.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0. 

 

c.   Discussion and necessary action on contracting with the Dane

County Sheriff’s office for additional patrol in 2021.  The cost is increased by $120.88 from 2020 rates.  Supervisor Jenks stated it is a small amount of money to pay for additional support.  He would recommend the Town receive a quarterly activity log.  Constable Holte stated they have been easy to work with and very supportive.  Supervisor Jenks stated a motion to renew our contract with the Dane County Sheriff’s office for additional patrol in 2021.  Motion was seconded by Supervisor Olson.  Motion carried 3-0. 

 

 

d.   Discussion and necessary on scheduling meeting with the Mayor

and Finance Director of the City of Stoughton.  The Board will schedule a meeting at the Quad Towns meeting on October 13, 2020.

 

e.   Discussion and necessary action on scheduling 2021 budget

working meeting.  A budget working meeting was scheduled for October 12th at 4:00 p.m. 

 

f.    Convene to closed session: Closed session for Purposes of

Conferring with Legal Counsel with Respect to Possible Litigation pursuant to sec. 19.85(1)(g), Wis. Stats., regarding replacement of culvert on Tower Road.  Supervisor Olson stated a motion to convene into closed session.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0. 

 

g.   Reconvene into open session to take possible action on items

discussed during closed session.  Supervisor Olson stated a motion to reconvene into open session.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0. 

 

13.  Future Agenda Items.  (1) Discussion of rescheduling the first meeting in November.  (2) Discussion of amending our building permit fees to include fiber cables, etc.  (3) Discussion of 2021 budget. 

 

14.  Adjournment:   No further business, Supervisor Jenks stated a motion to adjourn the meeting at 8:00 p.m.  Motion was seconded by Supervisor Olson.  Motion carried 3-0.
