Town Board Meeting Minutes

 

December 21, 2020

7:00 PM

Dunkirk Town Hall

Chairman Monsen called the meeting to order at 7:00 p.m.  Also present were Supervisor Ted Olson, Supervisor Daniel Jenks, Constable Greg Holte, Treasurer Bonnie Smithback and Clerk Melanie Huchthausen.  See attached sign-in sheet for others present. 

 

1.      Welcome and Pledge of Allegiance.  The Pledge of Allegiance was led by Constable Holte. 

 

2.      Approval of Agenda.  Supervisor Olson stated a motion to approve the agenda as presented.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0. 

 

3.  Minutes: Chairman Monsen asked if everyone read the minutes.  Supervisor Jenks stated a motion to approve the minutes of the regular meeting of December 7, 2020.  Motion was seconded by Supervisor Olson.  Motion carried­ 3-0.  

                                

4.  Report on Bills:  Supervisor Olson stated a motion to accept and approve the bills payable in the amount $35,732.94. Motion was seconded by Supervisor Jenks.    Motion carried 3-0.

 

5.  Public Comment:  Supervisor Olson forwarded the Board information regarding residents wishing to designate Old Stage Road as a rustic road.  In addition, he forwarded information regarding limiting ATV’s/UTV’s on Town roads. 

 

6.  Clerk's Report:   Clerk Huchthausen gave an oral Clerk’s report, advising that the Town received $31,328 for the Routes to Recovery program.  Deputy Mike Butler retired from the Dane County Sheriff as of December 18, 2020.  Supervisor Jenks stated a motion to approve the Clerk’s Report.  Motion was seconded by Supervisor Olson.  Motion carried 3-0.        

 

7.  Road Crew:  The Road Crew has been trimming trees. 

 

 

8.  Constable Report:  (1) Holte received another complaint of a semi trailer being parked on a residential road.  The resident was advised this is not allowed pursuant to Town and County ordinances.  (2) The Hammis property is for sale.            

 

9.  Plan Commission Report:  The Commission met and heard the Petition of Scott and Corine Schieldt.  The matter has been tabled until the January meeting. 

 

10.  Complaints:       None.

12.    New Business:

 

a.   Convene to closed session: Purpose of considering employment,

compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises pursuant to sec. 19.85(1)(c).   Supervisor Olson stated a motion to convene into closed session at 7:15 p.m.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0. 

 

b.   Reconvene into open session immediately following closed

session.  Supervisor Jenks stated a motion to reconvene into open session at 7:30 p.m.  Motion was seconded by Supervisor Olson.  Motion carried 3-0.  

 

c.    Action on discussions in closed session.  The Board instructed the

Clerk to file the Road Crew’s accumulated sick, vacation and compensation time.  Supervisor Olson requested the Clerk collect data from the surrounding townships (Dunn excluded) regarding their compensation for Road Crew members.  The Employee Handbook will need to be updated early 2021.   Supervisor Jenks stated a motion to recognize the three Town employees and their hard work during the pandemic and award them a one-time bonus of $1,000.00.  Motion was seconded by Supervisor Olson.  Motion carried 3-0.

14.  Adjournment:   No further business, Supervisor Olson stated a motion to adjourn the meeting at 7:35 p.m.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0.
