Town Board Meeting Minutes

 

January 18, 2021

7:00 PM

Chairman Monsen called the meeting to order at 7:00 p.m.  Also present were Supervisor Ted Olson, Supervisor Daniel Jenks, Constable Greg Holte, Treasurer Bonnie Smithback and Clerk Melanie Huchthausen.  See attached sign-in sheet for others present. 

 

1.      Welcome and Pledge of Allegiance.  The Pledge of Allegiance was led by Constable Holte. 

 

2.      Approval of Agenda.  Supervisor Jenks stated a motion to approve the agenda as presented.  Motion was seconded by Supervisor Olson.  Motion carried 3-0. 

 

3.  Minutes: Chairman Monsen asked if everyone read the minutes.  Supervisor Olson stated a motion to approve the minutes of the regular meeting of January 4, 2021.  Motion was seconded by Supervisor Jenks.  Motion carried­ 3-0.  

                                

4.  Report on Bills:  Supervisor Jenks stated a motion to accept and approve the bills payable in the amount $1,497,749.19 (January tax settlement). Motion was seconded by Supervisor Olson.    Motion carried 3-0.

 

5.  Public Comment:  Jeanne Schwass-Long was in attendance to report on the January Commission on Aging meeting.  Many senior citizens are struggling with loneliness and missing life events.  It was recommended everyone contact senior citizens that they know and provide encouragement.  The annex tenants were in attendance and are concerned about their rental contracts not being renewed.  The tenants combined pay $30,000 annual rent.  Other spaces in the City are being discussed, but nothing has been located.  Renovations may cost up to $150,000.  When Town contributions were discussed, one does not give any at all and one has reduced their amount.    

 

6.  Clerk's Report:   Clerk Huchthausen gave the Clerk’s report, a copy of which is attached and made a part of these minutes.  Supervisor Olson stated a motion to approve the Clerk’s Report.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0.        

 

7.  Road Crew:  The Road Crew has been plowing snow and trimming trees.   

 

 

8.  Constable Report:  Holte spoke with Deputy Nissus regarding fishermen trespassing at the Dunkirk Dam.  The Clerk spoke with Deputy Nissus and contacted Supervisor Jenks who is on the Dunkirk Dam Lake District.  Supervisor Jenks spoke with Deputy Nissus and advised that citations should be issued for trespassing. 

 

9.  Plan Commission Report:  The Commission met and heard the Petition of Scott and Corine Schieldt and the Petition of Dale Beske.  Both Petitions were recommended for approval by the Town Board.  Kent Falligant submitted his resignation.  An ad will be placed in the paper, on the website and on the Facebook page to fill his vacancy.

a.   Discussion and necessary action on Scott and Corine Schieldt,

southwest of 1728 Hammond Road, Stoughton, WI, Dane County, Petition No. 2020-11636, rezoning 16.4 acres from FP-35 to RR-16 to create one residential lot.  Scott Schieldt was in attendance.  He wishes to rezone approximately 16 acres to create a residential lot.  Mr. Schieldt provided a preliminary Certified Survey Map, which shows the location of the home site and septic field.  The Plan Commission unanimously recommended approval of the Petition.  Supervisor Jenks stated a motion to approve Dane County Petition No. 2020-11636, rezoning 16.18 acres from FP-35 to RR-16 to create one residential lot.  Motion was seconded by Supervisor Olson.  Motion carried 3-0. 

 

b.   Discussion and necessary action on Possin Living Trust, 1357

Tower Road, Stoughton, WI, Dane County, Petition No. 2020-11655, rezoning .46 acres from SFR-08 to RR-1, .68 acres from FP-35 to RR-1, and 33.4 acres from FP-35 to FP-1, expanding the size of an existing lot.  Dale Beske was in attendance on behalf of the Possin Living Trust and provided an updated CSM.  He is selling additional land and the shed underneath it to Ron Pieper, whose family has worked for Mr. Beske’s family for years.  Mr. Pieper had been given an easement for the driveway by Ms. Altemus.  This land purchase will include the driveway, so the easement will be terminated.  The City of Stoughton has reviewed the Petition and recommended approval.  Because of the amount of land being sold, the remaining 33.4 acres will need to be rezoned from FP-35 to FP-1 because of the size.  Supervisor Olson stated a motion to approve Dane County Petition No. 2020-11655, rezoning .46 acres from SRF-08 to RR-1, .68 acres from FP-35 to RR-1, and 33.4 acres from FP-35 to FP-1, expanding the size of an existing lot.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0. 

 

c.   Discussion and necessary action on scheduling a meeting with

the City of Stoughton regarding joint projects, whitewater park, etc.  The Mayor has suggested a meeting on Thursday at 3 p.m. and next Tuesday at 3 p.m.  A meeting will be scheduled for Tuesday, January 26, 2021 at 3:00 p.m. 

 

d.   Discussion and necessary action on an additional heated bay in

Town garage.  The Road Crew is concerned about new equipment being stored in a cold garage, as it is not recommended for the equipment transmissions.   Additionally, when a third plow driver is needed, they cannot pre-load the truck as the material freezes.  The cost will approximate $4,500.00.  Supervisor Olson stated a motion to spend up to $4,500.00 to install heated bays in the Town garage.  Motion was seconded by Supervisor Jenks.  Chairman Monsen stated the heat bill will increase, but it will be less than transmission repairs.  It will also be helpful for the third truck to be ready for a snowstorm.  Motion carried 3-0.    

 

e.   Convene to closed session: Closed session for Purposes of

Conferring with Legal Counsel with Respect to Possible Litigation pursuant to sec. 19.85(1)(g), Wis. Stats., regarding replacement of culvert on Tower Road.  Supervisor Olson stated a motion to go into closed session at 7:45 p.m.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0. 

 

f.    Reconvene into open session immediately following closed

session.  Supervisor Jenks stated a motion to reconvene into open session at 8:45 p.m.  Motion was seconded by Supervisor Olson.  Motion carried 3-0.

14.  Adjournment:   No further business, Supervisor Olson stated a motion to adjourn the meeting at 8:45 p.m.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0.
