7:00 p.m.                                                              

 

Bill Delehanty called the meeting to order at 7:00 p.m.

 

Members present:   Shelly Schieldt, Bill Delehanty, Brett Olson, Brad Werginz and Mark Asleson. 

 

Other people present:    See the sign-in sheet for others present.

 

With regard to the January 13, 2021 minutes, Schieldt made a motion to approve the minutes.  Olson seconded.  Motion carried 4-0.  Asleson abstained. 

 

With the resignation of Kent Falligant, Werginz stated a motion to elect Bill Delehanty as Chairman of the Planning Commission.  Olson seconded.  Motion carried 5-0.  Asleson stated a motion to elect Brett Olson as Vice-Chairman.  Werginz seconded.  Motion carried 5-0.

New Business:

 

1.      Arlin Teigen, 1069 Taylor Lane, Stoughton, WI, Dane County, Petition No. 2021-

11719, rezoning 1.3 acres from RR-1 to RR-4 and 3.0 acres from AT-35 to RR-4, expanding an existing residential lot.   Mr. Teigen was in attendance to advise he is looking to do a lot boundary adjustment to expand the size of his parcel.   He would like an additional buffer between himself and the City.  The owner of the parcel who is selling to Mr. Teigen was also in attendance.  He and his wife purchased the property as a holding.  He does not intend to annex the property into the City at this time, but will be building on the two acres that he owns in the City of Stoughton.  Neighbor letters were sent out with a notice of tonight’s meeting.  Delehanty advised this matter would need to be on the agenda for the City of Stoughton’s Plan Commission because it is in the extraterritorial area of the City of Stoughton.   Delehanty stated a motion to recommend to the Town Board approval of Dane County Petition No. 2021-11719, rezoning 1.3 acres from RR-1 to RR-4 and 3.0 acres from AT-35 to RR-4, expanding an existing residential lot.  Olson seconded.  Motion carried 3-0.  The matter will be placed on the Town Board June 21, 2021 agenda.

 

2.      Any pre-application conferences.    Chairman Monsen welcomed Mark Asleson to the Commission.  He was on the Plan Commission for Pleasant Springs for seven years.  He further reported Kent Falligant has agreed to be an advisor through August if needed.  Monsen also advised there is a parcel on the south side of the bridge on County Highway N.  The Dunkirk Dam Lake District, the County, and Chairman Monsen have met with the two sisters who own the parcel.  The County would acquire the land and then give the land to the Town for a potential park.  The Town’s position is the County Parks Commission would have to provide the money or do the work for the river access and parking.  Olson was concerned about increased costs for our stormwater management program.  Monsen advised the Town is now waiting for the County to meet and give recommendations.  With regard to the removal of the Stoughton Dam, the Town Board has not taken a formal position on the removal.  They have had meetings with the Dunkirk Dam Lake District and the City of Stoughton.  There is talk of a solar farm looking at property in the Town.  Dane County Towns Association has recommended the Town have an ordinance in place prior to negotiating any Conditional Use Permit.   Delehanty provided a copy of the draft ordinance for the Commission members to review and provide comments to the Town Board as soon as possible.    

 

 

Delehanty stated the next meeting is July 14, 2021, starting at 7:00 p.m.

 

Delehanty moved to adjourn the meeting.  Olson seconded the motion.  The motion carried 5-0.  The meeting adjourned at 7:50 p.m.
