Town Board Meeting Minutes
July 5, 2021
7:00 PM

Supervisor Ted Olson called the meeting to order at 7:00 p.m. Also present were Supervisor Daniel Jenks, Treasurer Bonnie Smithback, Constable Greg Holte and Clerk Melanie Huchthausen. See attached sign-in sheet for others present. Chairman Monsen began the meeting telephonically and appeared in person at 7:25 p.m.
1. Welcome and Pledge of Allegiance. The Pledge of Allegiance was led by Constable Greg Holte.
2. Approval of Agenda. Supervisor Jenks stated a motion to approve the agenda as presented. Motion was seconded by Supervisor Olson. Motion carried 3-0.
3. Minutes: Supervisor Olson asked if everyone read the minutes. Supervisor Jenks stated a motion to approve the minutes of the regular meeting of June 21, 2021. Motion was seconded by Chairman Monsen. Motion carried 3-0.
4. Report on Bills: Supervisor Jenks stated a motion to accept and approve the bills payable in the amount $68,009.63. Motion was seconded by Supervisor Olson. Motion carried 2-0. Monsen abstained.
5. Public Comment: None.
6. Treasurer’s Report: Treasurer Smithback gave the treasurer's report, a copy of which is attached and made a part of these minutes. Supervisor Jenks stated a motion to approve the Treasurer’s Report. Motion was seconded by Supervisor Olson. Motion carried 3-0.
7. Clerk's Report: Clerk Huchthausen gave the Clerk’s report, a copy of which is attached and made a part of these minutes. Supervisor Jenks stated a motion to approve the Clerk’s Report. Motion was seconded by Supervisor Olson. Motion carried 3-0.
8. Road Crew: (1) All blacktopping has been completed. When the road was graded, it was too wide but John reclaimed it. Some shouldering still needs to be completed. (2) Paul Bothum has been assisting as necessary.
9. Constable Report: (1) Holte responded to a dog complaint on Taylor Lane. He spoke with the owner of the dog and advised him to keep his dog in his own yard. (2) He received a phone call late Friday night regarding neighbors lighting off fireworks. Holte referred him to the Dane County Sheriff to respond.
10. Complaints: None.
11. Unfinished Business:
a. Discussion and necessary action on identified names offered by
the Stoughton Area Senior Center as outreach to those in need in Dunkirk. No action taken.
b. Discussion and necessary action on rural broadband work in the
County. No action taken.
c. Discussion and necessary action on river access and working
with Dane County Parks. No action taken.
d. Discussion and necessary action on solar farm ordinance. The
DCTA has sent an email to all Towns. The ordinance has been sent to Attorney Behilng for her review.
e. Discussion and necessary action on Memorandum of Agreement
Between the Town of Dunkirk and Groundswell Conservancy, Inc. The Attorney had some concerns and the Board would like to make sure the email should be forwarded to the PDR Committee.
12. New Business:
a. Discussion and necessary action on safety concerns at the
intersection of Highway 138S/Aaker Road/County A. The Clerk contacted the Wisconsin Department of Transportation and received an email back. There have been five significant crashes at that intersection since 2015. The email also addressed rumble strips and a speed study. A copy of the email is attached. John Bothum ordered speed signs and it takes two weeks to arrive. He will install them once they arrive. SueEllen Knutson has been reviewing the area. She noticed Highway 138 is 25 in town, then increases to 50, and then increases to 55 after Highway 55. She would like to see if WIDOT would be willing to keep the speed limit lower than 55 until after Rosenbaum’s pit. Supervisor Jenks stated there is a dusk to dawn light on the southwest corner. The Clerk will request a speed study.
b. Discussion and necessary action on replacement of truck tires.
The truck tires on 2014 need to be replaced. Pomps gave an estimate of $3,139 installed for all eight tires. Supervisor Olson stated a motion to replace the 2014 truck tires in the amount of $3,139. Motion was seconded by Supervisor Jenks. Motion carried 3-0.
c. Closed session pursuant to section 19.84(2) and 19.85(1)(f), Wis.
Stats. Considering financial, medial, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. Supervisor Jenks stated a motion to proceed into closed session at 7:35 p.m. Motion was seconded by Supervisor Olson. Motion carried 3-0.
d. Reconvene into open session immediately following closed
session and take action as necessary. Supervisor Jenks stated a motion to reconvene into open session at 8:45 p.m. Motion was seconded by Supervisor Olson. Motion carried 3-0.
13. Future Agenda Items.
14. Adjournment: No further business, Supervisor Jenks stated a motion to adjourn the meeting at 8:45 p.m. Motion was seconded by Supervisor Olson. Motion carried 3-0.
