Town Board Meeting Minutes
August 2, 2021
7:00 PM
Dunkirk Town Hall
654 County Highway N
Chairman Monsen called the meeting to order at 6:30 p.m. Also present were Supervisor Ted Olson, Supervisor Daniel Jenks, Treasurer Bonnie Smithback, Constable Greg Holte and Clerk Melanie Huchthausen. See attached sign-in sheet for others present.
1. Welcome and Pledge of Allegiance. The Pledge of Allegiance was led by Constable Greg Holte.
2. Approval of Agenda. Supervisor Jenks stated a motion to approve the agenda as presented. Motion was seconded by Supervisor Olson. Motion carried 3-0.
3. Minutes: Chairman Monsen asked if everyone read the minutes. Supervisor Olson stated a motion to approve the minutes of the regular meeting of July 19, 2021. Motion was seconded by Supervisor Jenks. Motion carried 2-0. Monsen abstained.
4. Report on Bills: Supervisor Jenks stated a motion to accept and approve the bills payable in the amount $36,143.95. Motion was seconded by Supervisor Olson. Motion carried 3-0.
5. Public Comment: The 20 year anniversary of Kent Falligant’s service to the Town is this month. Chairman Monsen will invite Kent to the next meeting to honor his service. Supervisor Jenks will obtain a plaque.
6. Treasurer’s Report: Treasurer Smithback gave the treasurer's report, a copy of which is attached and made a part of these minutes. Supervisor Jenks stated a motion to approve the Treasurer’s Report. Motion was seconded by Supervisor Olson. Motion carried 3-0.
7. Clerk's Report: Clerk Huchthausen gave the Clerk’s report, a copy of which is attached and made a part of these minutes. Supervisor Jenks stated a motion to approve the Clerk’s Report. Motion was seconded by Supervisor Olson. Motion carried 3-0.
8. Road Crew: None.
9. Constable Report: None.
10. Rural Preservation Commission Report. The Commission meets every other Tuesday nights. They have asked the Town Board to consider additional funding strategies. Matt Harried has resigned from the Commission. The Board will discuss a replacement with the Commission tomorrow night.
11. Complaints: None.
12. Unfinished Business:
a. Discussion and necessary action on rural broadband work in the
County. James Danky and Supervisor Kate McGinnity will be in attendance at the next meeting. The Clerk will place something on the Facebook page and website, as well as check with James Danky about a potential press release.
b. Discussion and necessary action on river access and working
with Dane County Parks. Supervisor Jenks met with the Lake District’s safety committee, as well as the Road Crew member John Bothum. They discussed potential parking solutions. The Town would have to come to an agreement with the Lake District to improve the parking lot. Supervisor Jenks stated a motion to allow the Road Crew to improve the parking lot at the Dunkirk Dam on Highway N after approval from the Dunkirk Dam Lake District. Motion was seconded by Supervisor Olson. Motion carried 3-0.
c. Discussion and necessary action on solar farm ordinance.
Attorney Behling is reviewing the ordinance. We await her response. In addition, the Plan Commission created a committee to review options as well.
13. New Business:
a. Discussion and necessary action on Rural Preservation
Commission’s additional funding strategies. The Board awaits additional information from the Rural Preservation Commission. No action taken.
14. Future Agenda Items.
15. Adjournment: No further business, Supervisor Olson stated a motion to adjourn the meeting at 7:30 p.m. Motion was seconded by Supervisor Jenks. Motion carried 3-0.
