Town Board Meeting Minutes

 

January 3, 2022

7:00 PM

Dunkirk Town Hall

654 County Highway N

 

Chairman Monsen called the meeting to order at 7:00 p.m.  Also present were Supervisor Ted Olson, Supervisor Daniel Jenks, Constable Greg Holte, Treasurer Bonnie Smithback, and Clerk Melanie Huchthausen.  See attached sign-in sheet for others present. 

 

1.      Welcome and Pledge of Allegiance.  The Pledge of Allegiance was led by the Constable. 

 

2.      Approval of Agenda.  Supervisor Olson stated a motion to approve the agenda as presented.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0. 

 

3.  Minutes: Chairman Monsen asked if everyone read the minutes.  Supervisor Jenks stated a motion to approve the minutes of the regular meeting of December 20, 2021.  Motion was seconded by Supervisor Olson.  Motion carried­ 3-0.    

                                

4.  Report on Bills:  Supervisor Olson stated a motion to accept and approve the bills payable in the amount $56,032.51. Motion was seconded by Supervisor Jenks.    Motion carried 3-0.

 

5.  Public Comment:     

 

6.  Treasurer’s Report.  Treasurer Smithback gave the treasurer's report, a copy of which is attached and made a part of these minutes.  Supervisor Jenks stated a motion to approve the Treasurer’s Report.  Motion was seconded by Supervisor Olson.    Motion carried 3-0.

    

7.  Clerk's Report:   Clerk Huchthausen gave the Clerk’s report, a copy of which is attached and made a part of these minutes.  Supervisor Olson stated a motion to approve the Clerk’s Report.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0.            

 

8.  Road Crew:  (1) They were out both New Year’s Eve for freezing rain and New Year’s Day for snow.  (2) They have also been trimming trees.  (3) A mailbox was hit over the weekend.  The Town will replace it at a reasonable cost. 

 

9.  Constable Report:  (1) Holte responded to a resident whose animals were on the road.  A call was made to the resident to resolve the situation.  (2) Holte received a call from the Road Crew regarding a parked car on Yuma Circle who was impeding snow plowing.  He spoke with the residents and asked them to move the vehicle. 

 

10.  Plan Commission Report:  Their next meeting is January 12th and they will be having the annual Land Use Plan review.  Plan Commission Chairman Bill Delehanty presented documentation for the Board to review prior to the meeting regarding amendments to the Land Use Plan.  The Clerk spoke with Majid Allen at Dane County Zoning who provided an email regarding amending the Plan and steps the Town may wish to take.   

 

11.  Rural Preservation Commission Report.  The Commission continues to meet regularly.  They sent letters to property owner applicants with the results of their individual ranking.  Their next meeting is January 4, 2022.

13.  Unfinished Business: 

 

a.     Discussion and necessary action on solar farm ordinance.  The

Clerk has provided the final draft to the Town Board.  A public hearing on the proposed ordinance will take place on January 17, 2022 at 6:00 p.m. 

 

b.    Discussion and necessary action on rural broadband work in the

County.  No action taken. 

 

c.    Discussion and necessary action on audio/visual system for Town

Hall using ARPA money.  Supervisor Olson is meeting with a contractor tomorrow afternoon to look at the Town Hall, take measurements, etc. so a proposal can be written. 

 

d.     Discussion and necessary action on agreement with the City of

Stoughton regarding Velkommen Way.  Chairman Monsen will speak with Rodney Scheel regarding this agreement.

 

14.    New Business:

 

a.   Closed session pursuant to section 19.84(2) and 19.85(1)(f), Wis.

Stats.  Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.    Supervisor Jenks stated a motion to proceed into closed session at 7:15 p.m.  Motion was seconded by Supervisor Olson.  Motion carried 3-0.

 

b.   Reconvene into open session immediately following closed

session and take action as necessary.  Supervisor Jenks stated a motion to reconvene into open session at 800 p.m.  Motion was seconded by Supervisor Olson.  Motion carried 3-0.   

 

15.  Future agenda items. 

 

16.  Adjournment:   No further business, Supervisor Olson stated a motion to adjourn the meeting at 8:00 p.m.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0.
