Town Board Meeting Minutes
July 6, 2022
6:00 PM

Chairman Monsen called the meeting to order at 6:00 p.m. Also present were Supervisor Ted Olson, Supervisor Daniel Jenks, Constable Greg Holte, Treasurer Bonnie Smithback, and Clerk Melanie Huchthausen. See attached sign-in sheet for others present.
1. Welcome and Pledge of Allegiance. The Pledge of Allegiance was led by Constable Greg Holte and Sheriff Kalvin Barrett.
2. Approval of Agenda. Supervisor Olson stated a motion to approve the agenda as presented. Motion was seconded by Supervisor Jenks. Motion carried 3-0.
3. Minutes: Chairman Monsen asked if everyone read the minutes. Supervisor Jenks stated a motion to approve the minutes of the regular meeting of June 20, 2022. Motion was seconded by Supervisor Olson. Motion carried 3-0.
4. Report on Bills: Supervisor Olson stated a motion to accept and approve the bills payable in the amount $81,068.30. Motion was seconded by Supervisor Jenks. Motion carried 3-0.
5. Public Comment: None.
6. Treasurer’s Report. Treasurer Smithback gave the treasurer's report, a copy of which is attached and made a part of these minutes. Supervisor Jenks stated a motion to approve the Treasurer’s Report. Motion was seconded by Supervisor Olson. Motion carried 3-0.
7. Clerk's Report: Clerk Huchthausen gave the clerk's report, a copy of which is attached and made a part of these minutes. Supervisor Olson stated a motion to approve the Clerk’s Report. Motion was seconded by Supervisor Jenks. Motion carried 3-0.
8. Road Crew: The Road Crew is hauling gravel for the Towns of Rutland and Dunn.
9. Constable Report: None.
10. Plan Commission Report: The Plan Commission will be meeting next Wednesday.
11. Rural Preservation Commission Report. There was no June meeting. Their next meeting will be July 19, 2022. They will also be meeting with two landowners next week.
12. Complaints: None.
13. Unfinished Business:
a. Discussion and necessary action on updating Town’s Employee
Handbook. The Board is reviewing current amendments to the handbook, and will meet to review it on Wednesday, July 13th at 7:00 p.m.
b. Discussion and necessary action on Town Attorney. The Board
will meet with a potential candidate on July 18, 2022, at 6:00 p.m.
c. Discussion and necessary action on creating of a planning
committee to establish a TDR program in the Town. No action taken.
14. New Business:
a. Appearance by Dane County Sheriff Kalvin Barrett. Chairman
Monsen welcomed Kalvin Barrett to the Township. Sheriff Barrett introduced himself. He played football at the UW Madison on an athletic scholarship and has a Masters in criminal justice. Sheriff Barrett provided his professional history. The Sheriff’s office just launched their five core vision/mission statement. He has enjoyed his last year in service and continues to build on what was begun last year. Dane County is 50 deputies short, so recruiting is first and foremost in importance. Providing educational opportunities is also something Sheriff Barrett would like to see more of. Residents, the Constable and the Board had an opportunity to ask questions of Sheriff Barrett. The Sheriff’s office is willing to provide any presentation or information that is needed from the Department. On July 12th at 2:00 p.m. there will be a ribbon cutting at the Southeast precinct.
b. Discussion and necessary action on Quad Towns collective
purchase of an excavator trailer ($6,500 each municipality). Hardy Krueger from Dunn Public Works sent a proposal to purchase a new excavator purchase. Chairman Monsen believes an in person discussion with the Quad Towns members is necessary before decisions on machinery and equipment are made. Supervisor Olson stated he could commit to a new trailer but no commitment for a new excavator until a Quads Towns meeting takes place. Supervisor Olson stated a motion to approve payment of one-quarter purchase of a new trailer. Motion was seconded by Supervisor Jenks. Motion carried 3-0.
c. Discussion and necessary action on accessories for the F-150
Town truck. Burke Truck & Equipment will install strobe lights for safety purposes in an amount not to exceed $1,869.72. Supervisor Jenks stated a motion to install strobe lights on the new F-150 not to exceed $1,869.72. Motion was seconded by Supervisor Olson. Motion carried 3-0.
15. Future agenda items. (1) Resolution on Adler Property acquisition. (2) Interviews for hiring a new Clerk.
16. Adjournment: No further business, Supervisor Olson stated a motion to adjourn the meeting at 7:20 p.m. Motion was seconded by Supervisor Jenks. Motion carried 3-0.
