Town Board Meeting Minutes

 

July 18, 2022

6:30 PM

Dunkirk Town Hall

Chairman Monsen called the meeting to order at 6:30 p.m.  Also present were Supervisor Ted Olson, Supervisor Daniel Jenks, Constable Greg Holte, and Clerk Melanie Huchthausen.  Treasurer Smithback excused.  See attached sign-in sheet for others present. 

 

1.      Welcome and Pledge of Allegiance.  The Pledge of Allegiance was led by the Veteran Jack Lyon. 

 

2.      Approval of Agenda.  Supervisor Olson stated a motion to approve the agenda as presented.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0. 

 

3.  Minutes: Chairman Monsen asked if everyone read the minutes.  Supervisor Jenks stated a motion to approve the minutes of the regular meeting of July 6, 2022.  Motion was seconded by Supervisor Olson.  Motion carried­ 3-0.    

                                

4.  Report on Bills:  Supervisor Olson stated a motion to accept and approve the bills payable in the amount $12,754.28.  Motion was seconded by Supervisor Jenks.    Motion carried 3-0.

 

5.  Public Comment:  Jeanne Schwass-Long was in attendance to provide her Commission on Aging report.  The last meeting was in May and Jeanne provided the highlights from that meeting. 

 

6.  Clerk's Report:   Clerk Huchthausen gave the Clerk’s report, a copy of which is attached and made a part of these minutes.  Supervisor Jenks stated a motion to approve the Clerk’s Report.  Motion was seconded by Supervisor Olson.  Motion carried 3-0.               

 

7.  Road Crew:  (1) Mark Bakken has not been paid for the culvert work he performed on Westchester.  (2) Said culvert on Westchester needs to be replaced. It was John’s understanding Norm would be speaking with or writing a letter to the homeowner.  (3) The diesel particulate filter has to be replaced on Karl’s truck.  The cost is $4,000 plus labor.  (4) We had a request from a resident that house fire numbers be replaced.  The matter will be placed on the next agenda.      

 

8.  Constable Report:  (1) Holte responded to horses loose on Oak Lawn Road.  With the assistance of Dane County and neighbors, the horses were returned to their owner.  He has responded to multiple calls regarding this resident’s animals being on the loose.  (2)  Holte received another complaint regarding 1086 Highway 138 South.  The Clerk followed up with Dane County Zoning without response.  Supervisor Olson will discuss this matter at a joint meeting between DCTA and Dane County Zoning on July 28, 2022.

 

9.  Plan Commission Report:  The Plan Commission met and heard a pre-application request from a cell tower company wishing to build on Spring Road.  The applicant was instructed to file a petition with Dane County and return to the Plan Commission.  The Land Use Plan Amendment resolution was not taken from the table.  Delehanty noticed from the Courier Hub that Lakestone Properties does work within the City.  As such, a development on McComb Road might not be fought.       

 

10.  Rural Preservation Commission Report.  No report. 

 

11.  Complaints:      None.  

 

12.  Unfinished Business: 

 

a.     Discussion and necessary action on updating the Town’s

Employee Handbook.  The Board met numerous times to develop the Personnel Policies and Employee Handbook.  Town resident Luann Alme prepared the document for the Town.  Supervisor Jenks stated a motion to approve the Town of Dunkirk Personnel Policies and Employee Handbook dated July 18, 2022.  Motion was seconded by Supervisor Olson.  Motion carried 3-0.   

 

b.    Discussion and necessary action on Town Attorney.  The Board

met with a potential candidate.  Tom Wilson will prepare a letter of engagement and forward to the Clerk.

 

c.    Discussion and necessary action on creation of a planning

committee to establish a TDR program in the Town.  No action taken.

 

d.    Discussion and necessary action on Clerk position vacancy. The

application deadline is July 29, 2022.

 

e.    Discussion and necessary action on ARPA money budgeting.  The

Treasurer has done a wonderful job tracking the ARPA money.  The Board met last week and agreed to spend the remaining $145,000 on road repairs.

 

 

 

13.    New Business:

 

a.    Discussion and necessary action on grant application completion

and resolution approval for the Adler property acquisition by Groundswell Conservancy.   The Dunkirk Dam Lake District has concerns regarding the grant application and resolution.  The Town Board will take action following the Dunkirk Dam Lake District meeting on July 20, 2022.

 

14.  Future agenda items.   Town-wide replacement and road placement of fire numbers. 

 

15.  Adjournment:   No further business, Supervisor Olson stated a motion to adjourn the meeting at 7:15 p.m.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0.
