Town Board Meeting Minutes
October 16, 2023
6:30 PM
Dunkirk Town Hall

Chairman Monsen called the meeting to order at 6:30 p.m. Also present were Supervisor Olson, Supervisor Jenks, Constable Holte, and Clerk Kathy Olson. See attached sign-in sheet for others present.
1. Welcome and Pledge of Allegiance. The Pledge of Allegiance was led by Jack Lyons.
2. Approval of Agenda. Supervisor Olson stated a motion to approve the agenda as presented. Motion was seconded by Supervisor Jenks. Motion carried 3-0.
3. Minutes: Chairman Monsen asked if everyone read the minutes of the regular meeting of October 2, 2023. Supervisor Olson stated a motion to approve the minutes as presented, Supervisor Jenks seconded. Motion carried 3-0
4. Report on Bills: Supervisor Olson stated a motion to accept and approve the bills, approved payable amount is $16,525.47. Motion was seconded by Supervisor Jenks, Motion carried 3-0.
5. Treasurer Report - none
6. Public Comment: - Mike Engleberg stated that he is working on budgets, he will be putting in two amendments one involving employment other involving getting more affordable housing in Dane Co.
7. Clerk's Report: Clerk Olson gave her Clerk’s report, a copy of which is attached and made a part of these minutes. Supervisor Jenks stated a motion to approve, Supervisor Olson seconded. Motion carried 3-0
8. Road Crew: Mowing ditches. Found that bob cat is too heavy for current trailer. Best price is from Hwy 51 Trailers for $4,840.00, Supervisor Olson made a motion to approve purchase of trailer, Supervisor Jenks seconded. Motion carried 3-0. Chairman Monsen thanked John for the trim work done on Hogie Road, makes it much easier to see.
9. Constable Report: Received a call regarding what type of gun can be used in hunting, informed them that in Dunkirk can only use a shot gun. Received call regarding cattle getting out by Slinde Road, went by and talked to resident about fixing fence to secure animals, apparently this has been going on for some time but no one has reported before.

11. Rural Preservation Report:
12. Parks Committee: John planted trees that were purchased, they consist of Maple & Oak. Trees were planted at Anderson Ave & Ash Parks, 6 trees in total. Discussed playground equipment and will talk to Mid-State about plans.
13. Complaints: None
14. Unfinished Business:
a. Consider portion of Hanerville Road right-of-way width for adjacent Parcel #: 026/0511-352-8010-4, Chris Luzzio 249 Hanerville Road. Received e-mail from Chris asking if we could still keep on agenda.
b. ATV – Will discuss when we hire attorney
c.. Discussion & necessary action on 2 town driveways – Letter will be drafted by Chairman
d. Report on camera findings – letters were approved and signed by board
14. New Business:
a. Broadband discussion w/Kate McGinnity & Jaron McCallum – Jaron gave an overview of what he has been hired to do, which is help towns boards with broadband. Currently working on a grant to help “Under served areas” with cost, but it is due 11/7/23. Assured there will be other grant opportunities if this one doesn’t pan out. Explained which internet providers he is currently communicating with. Kate mentioned it would be very beneficial to the town to get an individual to be our representative.
b. 10/27 Sustainability collaboration – forward e-mail to Kate & Mike
c. Next budget meeting – October 23, 2023 @ 5:30 PM
15. Future agenda items. – none
16. Adjournment: No further business, Supervisor Jenks stated a motion to adjourn the meeting at 7:48 p.m. Supervisor Olson seconded. Motion carried 3-0.
