Town Board Meeting Minutes

 

November 6, 2023

6:30 PM

Dunkirk Town Hall

654 County Highway N

 

Chairman Monsen called the meeting to order at 6:30 p.m.  Also present were Supervisor Olson, Supervisor Jenks, Constable Holte, and Clerk Kathy Olson.  See attached sign-in sheet for others present. 

 

1.      Welcome and Pledge of Allegiance.  The Pledge of Allegiance was led by Constable Holte. 

 

2.      Approval of Agenda.  Supervisor Olson stated a motion to approve the agenda as presented.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0. 

 

3.  Minutes: Chairman Monsen asked if everyone read the minutes of the regular meeting of October 16, 2023.  Supervisor Jenks stated a motion to approve the minutes as presented, Supervisor Olson seconded.   Motion carried 3-0

 

                                

4.  Report on Bills:  Supervisor Olson stated a motion to accept and approve the bills, approved payable amount is $33,299.74.  Motion was seconded by Supervisor Jenks,    Motion carried 3-0.

 

5. Treasurer Report – Copy of report is attached to these minutes. Supervisor Jenks stated a motion to approve the treasures report as presented, Supervisor Olson seconded.   Motion carried 3-0

 

 

6.  Public Comment:  - None

 

7.  Clerk's Report:   Clerk Olson gave her Clerk’s report, a copy of which is attached and made a part of these minutes.  Supervisor Jenks stated a motion to approve, Supervisor Olson seconded. Motion carried 3-0 

 

8.  Road Crew:  None

 

9.  Constable Report:  None

 

10. Plan Commission: No meeting in November

 

11. Rural Preservation Report: Meeting on the 9th of November

 

12.  Parks Committee: Laura gave a Lyons Park update, still appling for grant funds, some of the applications have been denied so far. Getting a plan together for river access above and below the dam.  To do cost sharing Township will need to pay for engineering cost of 8,000+, engineer is planning on coming out to look at property. Currently town is allocating 12,000 out of the parks budget to go to Lyons Park.  Chairman Monsen gave an overview of the parks meeting on November 2, they are focusing on putting together a vision statement and creating a contract to rent out parks.  Attorney has looked into the ownership of Pleasant Hill Park, it is not ours even though we maintain it.  It also cannot be sold

 

13.  Complaints:  None

 

14.  Unfinished Business: 

      a. Consider portion of Hanerville Road right-of-way width for adjacent Parcel #: 026/0511-352-8010-4, Chris Luzzio 249 Hanerville Road.  Received e-mail from Chris asking if we could still keep on agenda.

 

      b. ATV – Supervisor Olson went to ATV meeting last Thursday (11/2/23), Indicated there are 11 townships that currently have ATV access.  Most ATV access roads are limiting the speed limit of ATV’s to 30 mph up to 35 mph. There were 13 towns at the meeting sampling were York, Berry, Springdale, Deerfield & Dunn, currently in Dunn the ATV routs lead to lake access only.

      

      

      c. Report on camera findings discussion on how to handle notifying offenders – since there are many pictures (estimated in the 100 hundreds) it was suggested thst the weight limit be reduced, Supervisor Jenks will look into.  Also someone shot at the camera, suggested we put an ad in paper for tips and have them directed to the police department.

 

                   

14.    New Business:

     a. Consider and take action on recommendation of the PDR commission – property recommendations – Was presented to the board the two properties the Rural Preservation would continue to move forward with.  One being the Amera property the other being the Olson property, information on properties is attached to these meeting minutes.  Supervisor Jenks made a motion to continue forward with the two presented properties, Supervisor Olson seconded.  Motion carried 3-0

 

     b. Discussion on process for action items to be voted on – Supervisor Jenks expressed “the need for a procedure” when dealing with major decisions, especially ones that may go against or test verbiage in ordinances.  Bill Delehanty, from the planning commission, will forward a copy of their procedures, it was determined there needs to be more due diligence when making these kinds of decisions. 

    

 

     15.  Future agenda items. – none

         

16.  Adjournment:   No further business, Supervisor Olson stated a motion to adjourn the meeting at 7:32 p.m. Supervisor Jenks seconded.  Motion carried 3-0.
