Town Board Meeting Minutes

 

January 15, 2024

6:30 PM

Dunkirk Town Hall

Chairman Monsen called the meeting to order at 6:31 p.m.  Also present were Supervisor Olson, Supervisor Jenks, Constable Holte, Treasurer Bonnie Smithback and Clerk Kathy Olson.  See attached sign-in sheet for others present.  Also note that it is currently 5 below zero and we have a full house for tonight’s meeting.

 

1.      Welcome and Pledge of Allegiance.  The Pledge of Allegiance was led by Constable Holte

 

2.      Approval of Agenda.  Supervisor Olson stated a motion to approve the agenda as presented.  Motion was seconded by Supervisor Jenks.  Motion carried 3-0. 

 

3.  Minutes: Chairman Monsen asked if everyone read the minutes of the regular meeting of January 2, 2024.  Supervisor Jenks stated a motion to approve the minutes as presented, Supervisor Olson seconded.   Motion carried 3-0

 

                                

4.  Report on Bills:  Supervisor Olson stated a motion to accept and approve the bills, approved payable amount is $9,368.40

.  Motion was seconded by Supervisor Jenks,    Motion carried 3-0.

 

5. Treasurer Report – Bonnie presented the December financial report, Supervisor Jenks made a motion to approve, Supervisor Olson seconded.  Motion carried 3-0

 

 

6.  Public Comment:  - The conservation club would like to extend their hours of operation on May 4, 2024 by 2 hours to accommodate the youth trap shoot event taking place that day.  Supervisor Jenks made a motion to allow the extended hours but to also include a rain date of May 5th which would also have extended hours to accommodate the Trap shoot event. Chairman Monsen seconded the motion, motion carried 2-0. Note that Supervisor Olson did not vote as he is an active member of the conservation club.

Continued discussion regarding the commercial property at 875 U.S. Hwy 51, present were the property owner (Luke H.), Inspector Scott S., several neighbors of the property & Mike Engleberger. None of the tenants came to this meeting.  Discussed with Luke the many issues neighbors and inspector are having with businesses at the property, particular Perla.  Discussion on what steps are to be taking, what time frame do things need to improve and how they can go about doing them was discussed.  Luke was very tentative in receiving complaints and wants to work with neighborhood.  Was suggested he apply for a CUP to allow business to have outdoor storage, but was assured the neighborhood will all need to be onboard. Scott informed there will be another inspection in a few weeks.

 

 

7.  Clerk's Report:   Clerk Olson gave her Clerk’s report, a copy of which is attached and made a part of these minutes.  Supervisor Olson stated a motion to approve, Supervisor Jenks seconded. Motion carried 3-0 

 

8.  Road Crew:  With the recent snow storm it is estimated they have spent 40 hours doing clean up.

 

9.  Constable Report:  None

 

10. Plan Commission: None

 

11. Rural Preservation Report: None

 

12.  Parks Committee: Have been reaching out to playground equipment companies. Did have a zoom meeting with one vendor and committee is learning a lot.

 

13.  Complaints:  Resident stated that there has been a lot of truck traffic on Race Track Rd.  Constable has contacted business, was suggested by Chairmen Monsen that the board speak to the businesses.

 

14.  Unfinished Business: 

      a. Consider portion of Hanerville Road right-of-way width for adjacent Parcel #: 026/0511-352-8010-4, Chris Luzzio 249 Hanerville Road.  Received e-mail from Chris asking if we could still keep on agenda.

 

      b. ATV – Discuss at Quad Towns meeting

                   

14.    New Business:

a. Adoption of Residential & Commercial Building codes – Steve Kittleson explained the reason why the ordiance is need so he can issue permits for commercial. Supervisor Olson made a motion to approve the adoption of Residential & Commercial Bldg codes Ordinance 2023-12-01. Supervisor Jenks second motion, motion carried 3-0.

 

b. Date for Quad Towns meeting – Chairmen Monsen will talk to other towns to get so feedback on a date.

 

c. Discussion on amending noise ordinance – Was asked to get some examples and have this be a topic for the Quad Towns meeting

d. Discussion and update on Perla, land owner, Dane Co., & Racetrack neighborhood. – Was discussed in Public Comment

e. Dane Co. Rezone petition 2023-12007, John & Sara Bothum, 1450 Pleasant Hill Rd. for creating one (1) residential lot. Supervisor Olson made a motion to approve rezone for John & Sara Bothum, Supervisor Jenks seconded.  Motion carried 3-0

16.  Adjournment:   No further business, Supervisor Olson made a motion to adjourn the meeting at 7:58 p.m. Supervisor Jenks seconded.  Motion carried 3-0.
