Town Board Meeting Minutes

 

April 1, 2019

7:00 PM

Dunkirk Town Hall

654 County Highway N

 

Chairman Monsen called the meeting to order at 7:00 p.m.  Also present were Supervisor Ted Olson, Treasurer Bonnie Smithback, Constable Greg Holte, Road Crew Foreman Mark Gretebeck and Clerk Melanie Huchthausen.  Supervisor Quam was absent.  See attached sign-in sheet for others present. 

 

1.    Welcome and Pledge of Allegiance.  The Pledge was led by Constable Holte.

 

2.      Approval of Agenda.  Supervisor Olson stated a motion to approve the agenda as presented.  Motion was seconded by Chairman Monsen.  Motion carried 2-0. 

 

3.  Minutes: Chairman Monsen asked if everyone read the minutes.  Supervisor Olson stated a motion to approve the minutes of the regular meeting of March 20, 2019.  Motion was seconded by Chairman Monsen.  Motion carried­ 2-0. 

 

4.  Report on Bills:  Supervisor Olson stated a motion to accept and approve the bills payable in the amount $31,211.61.  Motion was seconded by Chairman Monsen.    Motion carried 2-0.

 

5.  Public Comment:  None. 

 

6.  Treasurer’s Report:  Treasurer Smithback gave the treasurer's report, a copy of which is attached and made a part of these minutes.  Supervisor Olson stated a motion to approve the Treasurer’s Report.  Motion was seconded by Chairman Monsen.  Motion carried 2-0.         

 

7.  Clerk's Report:   Clerk Huchthausen gave the Clerk’s report, a copy of which is attached and made a part of these minutes.  Supervisor Olson stated a motion to approve the Clerk’s Report.  Motion was seconded by Chairman Monsen.  Motion carried 2-0.    

 

8.  Road Crew:    None.     

 

9.  Constable Report:  (1) Holte responded to Falligant house for two stray dogs at his house.  The owners were found.  (2) Supervisor Olson and Holte viewed the waterway on Marilyn Drive.  The resident who was plowing his snow into the waterway/drainage ditch has his garage in close proximity to the waterway and the culvert at his property is very small in diameter.  The complaining resident is concerned because he leaves for three months and is worried about his property flooding.  Holte recommended the four neighbors be invited to a Town Board meeting to discuss the matter.  (3) There was a complaint regarding the cement business violating their CUP.  Holte made contact with the Dane County Sheriff to investigate the matter.  It was a problem last year and the email from the Sheriff and Dane County Zoning was located and forwarded to the Constable and the new Deputy. 

 

10.  Purchase of Development Rights Report.  The Committee continues to meet monthly and work towards the referendum at the April 2, 2019 election.  There was a final public forum on March 31, 2019.  Chairman Monsen thanked the committee for their hard work over the past three years. 

 

11.  Complaints:    (1) Bill Delehanty provided a letter from a neighborhood resident regarding concerns.  (2) Chairman Monsen questioned who maintains the Little Libraries.  We will need to appointment someone to maintain them and check them for inappropriate content.                    

 

12.  Unfinished Business: 

 

a.     Discussion and necessary action on working with the Dane County Sheriff to provide additional patrol in the town.    The Sheriff continues to

provide good service.   

 

b.     Discussion and necessary action on Brush Site Agreement with the City of StoughtonThe Board and Road Crew met with the Mayor of Stoughton

and Public Works Director Brett Hebert.  The Town is going to have its residents utilize the City’s brush site and pay the $25 per resident fee at the end of the year.  The Town employees will not use the site, and as such will not be charged $1,000. 

 

13.    New Business:

 

a.     Discussion and necessary action on Resolution No. 04-19-02 Appointment of Alternate Members for Board of Review.  Supervisor Olson stated a motion

to approve Resolution No. 04-19-02.  Motion was seconded by Chairman Monsen.  Motion carried 2-0. 

 

14.  Future Agenda Items.     Town librarian for little libraries.  Swearing in of elected officials on April 15th

 

15.  Adjournment:   No further business, Supervisor Olson stated a motion to adjourn the meeting at 7:30 p.m.  Motion was seconded by Chairman Monsen.  Motion carried 2-0.
